This arc is well known for extensive use of plot twists and sudden shifts in the story-line, as well as the serious conflict within the Straw Hat crew. There is some dispute as to how the Water 7 Arc should be categorized, particularly whether the journey on the sea train should be attached to the Water 7 Arc, the Enies Lobby Arc, or if it should stand alone. Another is whether or not the Water 7 and Enies Lobby Arcs should be considered separate arcs or not.

It is also the setting of the fight between Admiral Aokiji and Monkey D. Luffy. Long Ring Long Land is the seventh island the Straw Hat Pirates encounter on the Grand Line.

They follow after the Arabasta Arc. This is the second filler arc. The Goat Island Arc is the third filler arc of the One Piece anime. While being chased by the Marines, Luffy and his crew get lost in the fog and discover an uncharted island. They find that the island is inhabited only by an old man named Zenny and a multitude of goats. They also find a partially constructed ship on the top of the island. The Straw Hat Pirates help the old man out while hiding from the Marines led by Moore and Minchey and working to get his ship into the water. The Ruluka Island Arc, also referred to as the Rainbow Mist Arc, is the fourth filler arc in the One Piece anime. This is also the last arc dubbed by 4Kids.
The Straw Hats, with Kureha's assistant Tony Tony Chopper, finally arrive at Arabasta, which is on the verge of civil war. Vivi must reach the rebels and tell them the real cause behind the conflict, but Crocodile, leader of Baroque Works and one of the Seven Warlords of the Sea, will not just stand by and watch. In the end, Baroque Works, marine forces, pirates, the royal guards, and the rebel army clash in a battle that will determine the fate of the country itself.
When Nami catches a fatal illness, the crew is forced to stop at Drum Island, a kingless country that is trying to establish a new government. Due to the actions of the previous king, Wapol, there is only one doctor left—a "witch" named Kureha who lives at the top of a mountain. Luffy and Sanji must reach the peak, but the exiled King Wapol returns to reclaim his country.
