Nikolay Lushnikov, the personal driver of the crime boss Goldobov, a great friend of the city's mayor, was killed. In order to hush up this case, the police chiefs entrust this case to the "stupid investigator of the prosecutor's office" simpleton Pavel Pafnutyev. Charming Pasha does not yet suspect that he has taken on a very risky investigation.

Pasha Pafnutyev continues the investigation into the case of the driver Lushnikov. Meanwhile, strange things begin to happen: first, photographs of the tire tread marks of the motorcycle on which the criminals escaped disappear from the case, then an important witness Zhekhov falls from the balcony of a high-rise building and crashes.

The "simpleton" Pasha Pafnutyev began to advance too persistently in his investigation. The investigation is progressing well. Despite the fact that he managed to find both the perpetrators and the customers of the crime, he is removed from the investigation.

After the death of the authority Goldobov in a car accident, Pasha Pafnutyev is again involved in the investigation. He has very important documents in his hands that can spoil the lives of many corrupt officials, but Pasha decides to fight them a little later. Having written an incredible story on paper, he closes the case of the murder of Lushnikov and Goldobov.

Pafnutyev is investigating a new case - a gang has started up on the roads, trading in robbery. The handwriting of the bandits reminds him of a six-year-old case, and Pasha finds a connection between them. Andrey, who once saved Pafnutyev, returns from the army. Pasha offers him a job as a driver.

Pafnutyev is actively continuing the case of the bloody attack on the trailer. It turns out that the beautiful Izolda works in the same motel where truckers had stopped for the night shortly before. In the restaurant, Pavel and Andrey are detaining the bandit Javad.

For lack of hard evidence, Javad has to be released. Antsiferov, having learned about Javad's arrest, demands that Pafnutyev resign. Offended by his arrest, the bandit with an accomplice comes to Pafnutyev and threatens to cut his throat. Then the bandits lock Pavel in the bathroom. However, the latter turns on the tap and floods the apartment, calls for help, and Andrey and major Shalanda rescue him.

Pavel Pafnutyev, beaten but alive, returns to the service. He understands that it is time to lay out trump cards and play all-in. He turns to the prosecutor Leonard Antsiferov, and soon his corrupt boss is arrested for taking a large bribe.

After the election of a new mayor, a real war is brewing in the city. A third mysterious gang is announced, dissatisfied with the results of the redistribution of spheres of influence between two major authorities - Neklyasov and Ferdolevskiy. Pasha enters into an open fight with Neklyasov when he refuses to release his assistant.

Neklyasov eliminates the main witness for the prosecution in his case, but soon he himself becomes a victim of an attack by unknown people. He has to disappear from the city. Pasha is interested in who needed the death of the banker Ferdolevskiy, who was killed by a sniper.

The former mayor and now a successful businessman Aleksandr Systsov asks Pasha Pafnutyev to find Vovchik Neklyasov's kidnappers. Chief of the security service of the Ferdolevskiy's company Semyon Sergeevich unexpectedly offers Pafnutyev his help.

The police discovers a traitor in their ranks - Captain Leshchyov. Among the bandits, he passed under the nickname "Vobla". Investigating the case of the brutal murder of an entire family, Pasha Pafnutyev finds out that lawyer Ilya Ogorodnikov was the intermediary in the sale of their house.

As the investigation progresses, more and more mysteries emerge. Killed all members of the new gang. Who is fighting whom? And who is behind all this? The only person who knows the answers to all questions is the "citizen chief" - Pasha Pafnutyev.
