The kingdom of Dowa is subdivided into 13 states. These 13 states have many agencies that are controlled by the giant organization known as ACCA. Within ACCA, Jean Otus is the second-in-command of the inspection agency, and he has business trips from the capital to the other districts to check on the situation. One day, Five Secretaries of ACCA decide to abolish the inspection agency.

Jean feels like that someone has watched him recently. He asks his best friend Nino who is a freelance journalist to investigate the problem. Meanwhile, Five Secretaries hear rumors that someone makes a coup attempt.

The ACCA director Mauve make an approach to Jean for cooperation secretly to gather coup information. Meanwhile, Prince Schwan also hears rumors about a coup attempt.

Jean visits an inspection of Suitsu ward. In Suitsu ward, the nobility has forced to restrict exchanges between the inhabitants and the outside because they respect too much for their tradition and formality. The inhabitants have been stressed out, even Jean feels stuffy atmosphere in this ward as a outsider.

One of Five Secretaries Lilium informed Jean that someone has watched him. And then Jean learns a truth when he heads to Birra ward for his business.

Jean visits an inspection of Rokkusu ward. He meets one of Five Secretaries Grossular who is home in holidays. Jean tells honest his feelings about the coup and himself to Grossular.

Jean visited an inspection of Dowa ward where the royal family lives in. Jean goes out to the downtown to buy some presents for his sister Lotta after he finished his business. That day is a day the king Falke II goes for a walk incognito in downtown, there are some guards on that street.

Nino made up his mind to tell Jean the truth. It's a very long story that started 33 years ago.

While Jean is away home at work for a long time, some suspicious men appear around Lotta. Maggie gets that information, and gets in touch with Rail to protect her.

Jean visits Yakkara ward and Puranetta ward for the inspection. Both of two wards have its own prospect for the future are very different, so these things make him think a lot.

Jean visits Furawau ward, he receives too much warm hospitality by Lyrium's brothers who are in important positions. Furawau ward looks like a paradise, but somehow he cannot help feeling uncomfortable.

The day of ceremony to commemorate the 100th anniversary of establishment of ACCA, the square in front of the Bãdon ward office is filled with a lot of citizens. Then the plan that decides the destiny of the kingdom of Dowa is starting now.
