While fighting for social reforms and freedom of the people, Victor Hugo discovers the hypocrisy and cynicism that lie in all political endeavor. In frequent conflict with his own party, he is also faced with Juliette wanting him to abandon politics and Léonie wanting him to abandon Juliette.

Hugo realizes that he has been manipulated by Bonaparte to better serve the president's imperialist ambitions. As Hugo joins the extreme left wing, his personal life gets complicated: Charles is thrown into jail by the authorities and Léonie reveals their relationship to Juliette.

Slowly but surely the government stifles the freedom and benefits the Revolution had brought. Worried sick by this new turn of events, Victor requests that his wife and daughter leave Paris - where he remains alone, torn between his two mistresses. When Napoléon's coup d'état occurs, Victor is declared Enemy of the State.
