A cheerful female cockatoo who is new to the Top Wing Academy earns her wings by trying out her new Power Wing transformer truck that can switch between different tools to practice building, working, and solving puzzles. Twitch is the second female cadet in Top Wing and the first female cadet that can fly like Swift and Brody.

The terns land on Big Swirl Island and Top Wing greets them then help out keeping company safe. A big thunderstorm occurs causing junk and some buildings to fall in the sea and must rescue and clean up the blockage.

Rod wants to fly high like Swift, Brody, and Twitch can by wearing a jetpack but he gets lost up high in the sky. The cadets ride pedaling bikes racing against other Top Wing members on a set racing track around Big Swirl Island.

Cadets are back for more extreme sports challenges of Big Swirl Games; turbo-surfing, skateboarding, snowboarding, and more. Twitch the new cadet has a great place to build a new home for her dad and brother, all done with her Power Mover.

Rhonda's new shack is on fire, so Brody must put out the fire using the hose from his Splash Diver. Penny and Brody themselves dive underwater together and earn their badges for working on and building a new underwater place.
