After the chaotic events of Series 1, the Joker is now being kept in maximum security. Prior to the Arkham board meeting, Lex Luthor, now the owner of the asylum, is pursued by Summer Gleason and Jack Ryder for an interview for GCN. Meanwhile Jeremiah Arkham, with the aid of Lock-Up and Scarecrow puts the asylum on lockdown in an effort to take back what is rightfully his. While this going on, Ted also arrives to help free the Joker before the chaos begins.

The Arkham board members attempt to continue with their board meeting despite Lex Luthor, Harleen Quinzel, and Thomas Elliot's absence. Meanwhile Jeremiah holds Dr. Elliot and Barbara Gordon hostage in order to perform surgery on his dying wife.

After being infected with Scarecrow's latest fear toxin formula, Harleen enters a dream like state where she must face and come to terms with her deepest and darkest fears.

Lex Luthor, Summer Gleason, and Jack Ryder try to find a way out of the asylum. They soon learn however that it may not be easy as they think when the asylum becomes a raving madhouse of terror.

While the rest of the Arkham board members are hunted by the Phantasm, Thomas Elliot, and Barbara Gordon, with the aid of Selina Kyle try to stall the surgery on Jeremiah's wife in order to steal his phone and contact the authorities. Jeremiah mets with Lex Luthor to have him to sign the papers that gives Jeremiah custody of his asylum.

Ted, Summer and a fatally wounded Jack Ryder are hunted down by Lock-Up who has taken possession of their video camera to document his own dirty deeds.

The Joker continues run a muck throughout the asylum as Thomas Elliot and Barbara Gordon are forced to proceed with Mrs. Arkham's surgery under Jeremiah's anxious watchful eyes; a wounded Lex Luther is held up inside Arkham's office at gun point by a surprisingly resurrected Harvey Dent, now under the guise of his alter-persona, born out of the Joker's chaos--Two-Face; tensions continue rising at the asylum, with the Batman now arriving on the scene, investigating the chaos left behind by Jeremiah, the Phantasm, and the Joker.
