Gov. Helen Hewitt has left Barfield Prison to take a research position in the U.S., studying hostage and siege procedures. After two years in America, she gets the chance to put her negotiating skills to the test when she's called back home. Once again Barfield has broken out in riot, and this time, a very key person has been taken hostage.

Helen heads an investigation into the hostage incident at Barfield Prison. The situation has left Officer Morgan a broken man, and the prison is further rocked by a vote of no confidence in the current governor, Keller.

Helen is reinstated as governor of Barfield, and she tries to comfort the prison psychologist, Annette following her ordeal. Snoopy's sentence is extended, although he doesn't remember what he did in a drug-fueled rage. In an effort to calm the raging Tarzan within Braithwaite, he is allowed a visit from his aging, dying father.

The Barfield prisoners' musical is shaping up as rehearsals continue. Even so, Annette worries that her love-starved pianist is growing too fond of her page-turner inmate. Elsewhere, Helen's officers debate her proposed rule changes, including the advisability of taking away the prisoners' phone cards.

Following a visit from his aged father, Braithwaite has become the model prisoner, so much so that he asks not only to take part in the upcoming musical, but also volunteers for any and all social activities. Warily, Helen takes a risk sending him back into the population. Officer Morgan, now a shattered man following his hostage ordeal, is called to an inquiry to explain what happened. Snoopy, angling to get out of the protected prisoners wing, agrees to be an informer.

Annette, the prison psychologist, has a delayed mental breakdown following her heinous attack. Helen, vowing that the show will go on, takes charge of the musical and hires some local thespians to help out. Meanwhile, Barfield's most violent high-security inmates are planning a breakout using the performance as a cover.
