Insurance investigator Joe Shannon employs high-tech surveillance equipment and a gizmo-equipped car to uncover insurance scammers, such as a truck hijacking ring.

The only link to a missing fortune lies with the thief's sixteen year old daughter, who is supposed to meet him on the way out of the country. Shannon takes charge of her as they head to a dock in California, but he's followed by two trigger happy hoods, who kidnap the girl.

When Shannon is trailing a horse van to insure it makes the trip from L.A. to San Francisco safely, his car is forced off the road by shady characters. And of course, the horse van disappears.

A man turns in a sack of money to the police. But, since it is the smaller of 2 missing sacks of money, the man immediately falls under suspicion, along with the 2 armored car drivers who lost the money in the 1st place.

When one of Shannon's fellow agents who is escorting a precious Porcelain Egg fails to check in with the company, Shannon suspects trouble.

In the wreckage of a truck, Shannon finds a priceless jade tortoise. But he is immediately attacked and the tortoise taken. To aid in the search for the tortoise, Shannon consults an old friend who is an expert in Chinese artifacts.

A ship captain is suspected of barratry, and this is good news to Cochran since his company will be off the hook for the shipwreck. But Shannon smells a rat and continues to investigate -- even though doing so may cost his company.

As a favor for an old army/fishing buddy, Shannon -- on his own vacation time -- re-investigates an embezzlement case against a young accountant.
