During the spring of 1941, Richard Sorge, a Soviet secret agent with the codename Ramsay, learns from the German Ambassador to Japan that Hitler has decided to invade the Soviet Union.

Due to his proximity to the leadership of the German diplomatic mission, Sorge learns that Japan is preparing an attack on the western shore of Lake Hassan in order to test the combat effectiveness of the Soviet army.

Sorge learns from his agents that Japan is preparing an attack on a remote area of Mongolia where Soviet troops are deployed; Sorge skilfully uses the information to attempt to prevent a war between Japan and the USSR.

Germany and the USSR sign a non-aggression pact, but soon afterwards, Ott shows Sorge a telegram that states Germany has invaded Poland; Schlesinger finds incriminating evidence that Sorge has begun an affair with Helma Ott.

One of the Sorge cell members turns out to be an American agent; meanwhile, Ott returns from Berlin with news for Sorge.

Edith, the liaison in the Sorge group, can no longer carry out her duties and is replaced by Anna Clausen; meanwhile, Sorge finds evidence that Hitler is deceiving Stalin.

Sorge tries to convince Stalin and Beria that Germany is going to attack the USSR; however, Stalin believes that German troops will move to Iran since Germany needs oil.

Major Osaki tracks Clausen and realizes that she's the radio operator he's been looking for.

Osaki decides to kill Sorge, but when this plan does not work, he recruits Hanako instead.

Sorge realizes that he is on the verge of being discovered and decides to disband the group, ordering everyone to leave Tokyo; Sorge himself decides to hide with Hanako, as she is the only one he feels he can trust.

During Osaka's interrogation, Sorge requests a lawyer and a meeting with the German ambassador; after reading testimony signed by Osaka's agent, Sorge realizes that the game is up and asks for clemency for the members of his cell.
