The Professor has perfected his Anti-Crime Formula that can change a criminal's mind from bad to good. But when he wants to test it on Sharkey Diamond (grandson of Lucky Diamond), Sharkey sprays the Professor with his own formula, turning him into a green skinned criminal. Zed infiltrates the Diamond gang, posing as "Tennesee Toddler" with Sweetchuck pretending to be his agent.

Skeets is masterminding criminal activities from jail. Mahoney, Jones, Zed and Sweetchuck ask to go undercover as inmates, to which Harris immediately agrees. Meanwhile Lassard wants prove to himself that he's still worthy to be on the force. He starts tailing the first crook he ever arrested, Mugsy Malloy, who was just released from the same jail with a mission from Skeets.
