Buzz Nikvest who is an AD Police officer, gets called in to look at a package and finds capsule drugs which were designed to stop Boomers from going out of control, Michaelson who is tracking boomers on the highway, finds they have been sending information to a mysterious client.

Branch gets called in to investigate some murders of Boomers that have been modified into prostitutes. Eve, who is a high class Boomer prostitute, has recurring visions of a small girl that wears a red dress. Michaelson goes in undercover as a prostitutes to look for the Sex Boomer Crusher.

Five years later after the previous episode, The AD Police and Branch are still doing investigations of violent murders of Boomers. Kenji Sorime who is the Minister of Justice, and also a presidential candidate, tells Takahashi that he wants to destroy all of the Boomers because he thinks they are the cause of society's problems. Chief Takahashi goes missing and Buzz sends Michaelson and Kimball to go find him.
