The sanitation department has planted a garbage bin right in front of Mussadi Lal's house and it's getting difficult for him and his family to breathe the air around it. He dutifully visits the sanitation department office, only to find that getting a bin dumped from a location isn't all that easy. There are strikes by the cleaners Shukla and Pandey on the flimsiest of excuses, the usual red tape, bribery and the antics of Patel, Bhatia, Usha Ji and Tina.

Mussadi Lal's father falls of a two-wheeler driven by Mussadi and blames it on the pothole in the road. On his father's insistence, Mussadi sues the Janata Works Department, the civic body responsible for the road repairs. But the babu's in the civic agency aren't new to shirking of responsibility, and they have a web created for Mussadi to walk in. Will the accuser become the accused. Watch to find out?

Water is at a premium in Mussadi's colony, and Secretary Mussadi sets out to solve the problem at the Water Department with his team. Once there, he find's out that the pipeline to his colony is illegal, and that they aren't entitled to get any water at all. The people at the water department, Pandey Usha Ji, Bhatia and Shukla and Patel see a potential gold mine in this opportunity. After much maneuvering and lots of money changing hands, the water departments solution to Mussadis colony's water problem is to give them a hand pump.

Mussadi Lal Prachin's house comes under the scanner when the Archeology Department sets its eyes on it believing it might be holding century old secrets underneath it.
