Japan's birth-rate is at a historical low and the government proposes a new law to make marriage mandatory for the younger and child-bearing age bracket. Some see it as a practical thing to do and some see it as a ploy to distract the population from a corruption scandal. A junior minister is in charge of enacting the law. A woman pushes the idea of getting married forward to her boyfriend in advance of the law.

Following the filling out of the necessary forms, including exclusion conditions, dating has begun with varying levels of success. The men and the woman have been paired and the first round out of three is underway. A reporter is writing about the situation with skepticism while herself being part of the cohort.

As the dating progresses, many couples are reaching their third and final dates. There are both kind and unkind persons in the mix with too high and too low an expectation. At the same time, Nana has lied and is fast becoming more and more entangled in it. She meets her former boyfriend again at the restaurant they dined at previously.

The law has been amended, but it is not getting any easier. Nana is becoming more desperate and is not enthused about her latest match. he is chasing her firmly and politely however. Nana meets Ranbo and they dine at their favourite restaurant. Nana has a plan, but so does Ranbo and they tip their hands at dinner.

With their backs to the wall, given that they are reaching their limit of government mandated dates, the men and women are hoping for the best this time around. Surprisingly, the dates are going well and not the lest of which because they single persons are making an effort. Opposites may also be attracting.

Nana has always and consistently been asked for subsequent dates in the past. This time, she wonders why she has not heard from her last date. It has been a week. Yoshimi is having better luck and is giddy about it. The minister makes a blunder on national television as she is baited by the opposition. A friend learns more about homosexuality.

A kind man agrees to turn down his dating partner upon her request even though he finds her pretty and interesting. Another couple, whose relationship has been going well and has progressed, is rocked by an admission from the man. This compounds the reservation of the female's mother. The gay community is organizing.

Months have passed and the law enacted to improve the birthrate has been put to the test. There have been many marriages, but also divorces and consequences. Doctors and nurses who failed to become married were dispatched to remote areas to provide services, while other were assigned counter-terrorism duty.
