The time is 1940. In the harbour of Quay South, a derelict sea-port on the north-eastern coast of England, lies a blockship, the "Ebb Tide". Captain Thwaite, her skipper, lives in the local pub with his bitter, frustrated wife. His fight against the blind tyranny of circumstance and an Adjutant, who tries to take over the blockship, makes a most moving and dramatic story.

The boy of the title is a ghost and is only seen by the girl, who he tries unsuccessfully to drown by luring her to the pond in the garden so she can be with him.
