Three high society people were found dead. Each crime scene had been arranged by the murderer. He left a card called "Death Notify" at each crime scene and they were about why they were killed, the date of the execution and something else that made this crime scene looked justicial. He was just like a judge that beyond the law. The municipal public security bureau set up a special team to investigate the serial cases. The members were all very weird and act strangely. Luo Fei was one of them, he seemed to have something to do with the mysterious killer.

The team found that the killer was punishing the people that personally took the money that supposed to be the foundation to build the school and the school was collapsed, 26 kids were dead in the accident. For covering the truth, the man behind all of this, Li Jianhua hired Fang Yuan to kill his boss and his boss that was digging the truth and trapped their daughter in the garage for six years. But when they found Fang, He's already dead, and Li disappeared from his house.
