Ten years after the Kowloon Shock, Jiro Mochizuki and his little brother, Kotaro, return to Japan so they can go to the Special Zone. Inside the ship, Kotaro sneaks out, despite the fact that Jiro told him not to. He then meets a girl name Chan. Chan promises to keep their encounter a secret. On the ship, Kotaro is caught in the middle of a fight between the Special Zone Suppression Team and a group of refugees. Jiro is awakened by the fighting and punishes Kotaro for disobeying him. Mimiko is dispatched to a beach to investigate. There, Jiro and Kotaro are washed up into a beach where they are saved by Mimiko. Mimiko agrees to show them how to reach the Special Zone. They are approached by Kelly Wong and Johan Tsang, the two vampires from before. They want Jiro to aid them while the Suppression team set out to to destroy them. Kelly is shot in the arm, so Johan helps her escape. Jiro plays decoy with the Suppression team so that Kotaro can escape. Kotaro makes it out safely, but Jiro is captured by the Suppression team.

Kotaro meets up with Johan. Johan tells Kotaro to come with him and Kelly so that they can help him find Jiro. Mimiko arrives and comes along worth them. Jiro is questioned by the head of the Suppression team, Badrick. Badrick explains that one of the refugees may be a Kowloon Child. For that reason, the Suppression Team must exterminate them all. At Chinatown, Kotaro and Chan are playing with paper airplanes. Kelly explains to Mimiko that if she would have let him drink her blood, Jiro would've easily escaped the Suppression team earlier. With great difficulty, Jiro is battling the Kowloon Children, only a few remaining. But worn out as he is, the vampire alone may not be up to the task.

Jiro and Kotaro have finally made it into the Special Zone, no small thanks to Mimiko. But they soon find their welcome less than promising. With his reputation as the vampire who fought against the Kowloon, hero of the savage wars, the presence of the Silver Blade has raised quite a bit of interest. The Company wonders if he can be recruited, the vampiric leaders ponder his intent even as they test his skills, and all the while Jiro and his brother haven't even found a place to live yet.

A rogue attack on Jiro leads to an invitation to meet with Zelman Clock, leader of one of the three houses. He invites the brothers to stay and join forces with him, before they become enemies. As such is not likely to happen, Jiro sets off in search of another vampiric house to join, but much to Mimiko's chagrin, every door is closed to the Silver Blade. It seems he attracts too much trouble. As they call it a day and head back to the Compromiser's apartment, an explosion proves just how much trouble Jiro can attract.

With Mimiko's apartment destroyed, the Compromiser joins a conference between the Company and the leaders of the various bloodlines.

Jiro decides to flee the Special Zone with his brother, even as the council is still meeting to decide his fate, for more Kowloon Children are determined to breach the barrier. The next day, Jiro awakens to find his brother missing, for Kotaro has left to bid farewell to Mimiko. But the Compromiser receives another surprise visit, this one from Kelly Wong, with information about the Kowloon and the rumored Eleventh Yard. The Silver Blade searches for his brother before more trouble can find him.

Kotaro wanders lost through the city, but is rescued by Zelman Clock before any harm can come of it. Meanwhile, Mimiko and Kelly search out the truth behind the rumor of the Eleventh Yard, but what they find is far more vexing. The Company informant has been rendered unconscious, surrounded by smuggled crates housing large quantities of vampiric blood. As individual assaults against the Kowloon begin to rage out in the city, Mimiko's call in to the Company reveals some startling information.

The false Kelly Wong proves to be none other than Cassa, the warehouse her hideout full of infectious Kowloon blood. She seeks something in the Eleventh Yard and will not be satisfied until she finds it.

The Kowloon Children rampage throughout the city, spreading their infection amongst humans and vampires alike. The vampiric houses have risen to join the battle, their leaders setting a spectacular example. In the midst of all this chaos, Jiro finally catches up with Mimiko and Kotaro, more determined than ever to flee the Special Zone with his brother. But the Compromiser chastises the Silver Blade for abandoning those in need, and an unexpected Kowloon attack might just make Jiro's mind up for him.

Healed and replenished by Mimiko's blood after his near disaster, the lingering resonance between Jiro and the Compromiser reveal many dark facets of his past, facts that affect the present and even the future.
