As the Police in Chicago, which is the Capital City of the Central Administrative District, are about to raid an unauthorized stage-play, KGB Colonel Andrei Desinov steps in and discovers his American girlfriend Kimberly Ballard is starring in it. The raid gets called off and he confronts her. In Milford , Nebraska, the citizenry which includes the Milford Family and the County Administrator, Peter Bradford, is trying to adjust to the Soviet occupation. Colonel Desinov attends a party in honor of Soviet delegates. In Milford county problems persist with squatters and low yields. Peter Bradford tries to settle conflicts, as his daughter tries out for a dance number. Devin Milford returns.

The Milford family is reunited as Devin returns home. However, all is not well in the family and deception is afoot.

The Milfords are further divided. At the same time preparations for a third Continental Congress are underway, to institute the division of the USA into different nations. Colonel Denisov meets the President of the puppet regime.

Veterans and exiles stage a protest in Milford County. The authorities are bewildered and try to find a way to respond. Devin Milford is made a public showcase of humiliation.

Bradford pursues a policy of appeasement, the UNSS reasserts its control in Milford, and the USSR unleashes a brutal show of force in Washington, D.C.

In the wake of rescue missions and reprisals, a revolution springs up in Milford.
