Phoebe was born and raised in Los Angeles. She attended the Los Angeles County High School for the Arts studying dance and after graduating, she moved cross country to attend the Boston Conservatory where she majored in dance with a partial scholarship. After two years into college, she auditioned to be a Radio City Rockette and started with company in September of that year. She took one year off to go on the national tour of the stage show Dirty Dancing and also periodically performed in musicals at various regional theaters. She is a bi-coastal actor.
